Abstract

We formulate a quantitative verification framework for the proposed admission of the inherited characteristic quantum coefficient on a prescribed conical background. The supplied initial draft does not construct that coefficient: its subtraction formula is a scalar kernel pairing rather than an interacting product, counterterm solvability is assumed, and fixing a subtraction scale does not establish absence of running.

The principal results proved here are a distribution-valued Dini convergence theorem with an explicit remainder, a separate uniform Fourier criterion for the limiting wavefront set, and an exact simultaneous compatibility criterion for reconstruction descent, a fixed-order linear Ward equation, normalization, and literal scale independence. An explicit logarithmic finite part yields a conserved tensor distribution with nonzero scale derivative, demonstrating that finiteness and a vanishing conservation defect do not imply non-running.

The contribution is a unified, checkable interface for the missing construction, not a new general renormalization theory or a claimed solution of the complete characteristic graph. Its potential value is to distinguish a genuine future admission from a normalization imposed by definition, a supported-sector reference, or an internal amplitude estimate. No first quantum admission is asserted. The full characteristic product, its output-space membership, and its interacting Ward identity remain unconstructed.
